"Human resources in the broadest sense is not an exact science," emphasizes Dr.
Jeffrey L. Faue, the founder and president of FAUECAST, his New Brunswick-based human
resources, management services and health care consulting firm. Working with
people is like putting the puzzle pieces together that dont fit, he continues.
Our mission is to help organize and implement the fitting-together process that is
best for each unique situation. |
FAUECAST was created in 1984 to provide consulting services to a wide variety of
clients. Dr. Faue has worked with utilities, fast food franchisers, industrial
organizations, financial service firms, private practices and non-profit agencies. His
broad perspective, and that of key associates Retha Buck and Dr. Michael Kahn, bring a
wealth of knowledge to solve the nagging problems of todays complex organizations.
As human resources covers a broad area of management, Dr. Faue provides those services
connected to the individual, work group and organization that require comprehensive
knowledge of human interaction, organizational behavior and personal emotional health.
Often the challenge is to define a problem, develop a strategy to solve it, and persuade
those with the most to gain to commit to the solution. These strategies include both
employee assistance programs (EAP) and organizational development.
In health care, Dr. Faue has provided community liaison, planning and administrative
consultation to nursing home owners and managers, hospitals, and a variety of other third
party providers. His interest and knowledge of the health care industry, including
legislation, regulations, planning process, standards and reimbursements, offer client
firms a more comprehensive analysis than is frequently available. Clients often employ Dr.
Faue as a member of a consulting team to achieve an unbiased, balanced view of the problem
and the best solution.
SOLID PROFESSIONAL CREDENTIALS
Dr. Faue majored in social policy at Rutgers University Graduate School of Social Work
and received both his Masters and Doctorate in Social Work from Rutgers. Prior to
launching FAUECAST, he was director of the Urban Data Bank (National Science Foundation,
College Science Improvement Program) at Upsala College in East Orange, and executive
director of the National Association of Social Workers, NJ Chapter.
His background provides the resources to offer a highly personalized EAP, focused
equally on employee orientations and supervisory training. This service has increased
utilization rates, solved union referral problems, helped develop
non-traditional referral sources and cemented client company relations. His
commitment and knowledge have solved utilization problems that arise in EAP delivery, and
his skill is in getting employees and supervisors to utilize the EAP solution. Whether the
core issue is confidentiality or the ~culture of the corporation, Dr. Faue has found
unique and effective solutions to underutilization.
Retha Buck, a licensed clinical social worker, bio-feedback specialist and therapist in
Maplewood has been Dr. Faues associate on many EAPs for the past 12 years. She has
certifications in eating disorders and employee assistance, has taught group process at
the University of Medicine and Dentistry of NJ, and is highly regarded in the employee
assistance field. Her expertise in stress management has helped many employees return to
work, refreshed and with new skills for coping with the complexities of their jobs.
Dr. Michael Kahn has worked with Dr. Faue for over 10 years on various projects. with a
recent focus on conducting Survivor Workshops for downsized employees. A
licensed psychologist, EAP provider and organizational consultant, he has extensive
professional experience with individuals, families and organizations.
In addition, Dr. Faue calls on key cadre of specialists in such areas as addiction
assessment, assisted living site development and health care consultation.

HUMAN RESOURCES SERVICES We talk about helping the
organization to manage its human capital, Dr. Faue explains. a translation of
the phrase our employees are the most valuable part of our organization. Too
many organizations pay only lip service to this, but in practice go the opposite
waytreating their employees as disposable items rather than as valuable assets.
|
For most organizations, its not just about one or two active owners or
chief executives, or even the management team. The key question is how do you align the
human capital to achieve the organizations rapidly changing goals and mission? The
FAUECAST staff solves the human problems for organizations, and service is available by
our staff people 24 hours a day. seven days a week.
Organizational Development: These services look at a variety of messages
sent and heard by the management and staff. The consultation and delivery of
organizational development programs range from training to the assessment of
organizational style and culture change.
An interesting problem came up in servicing a large organization s transportation
unit. Over half the drivers were African-American and had been actively recruited by a
previous manager. Now they were being bypassed for junior drivers to handle back
hauls, the basis for extra money. While this discrepancy was clearly recorded, they
could not get local management to correct the situation. In presenting the problem to
FAUECAST as an outsider, they were looking to be heard, to find a fair
solution and, most important. to know that the company cared about them. Prompt, low-cost
and accurate delivery of just-in-time inventory was a key component of the
strategic success for this company. FAUECAST came up with a compromise solution that
satisfied all the drivers which was not just right but also essential to
continued business success.
Survivors Workshops: Downsizing in many organizations today is vital to their survival
and success. Generally, management seeks cost savings and improved efficiency from the
remaining staff, but FAUECAST knows that the survivors learn a very different
lesson. These workshops seek to help employees with their own, and the firms, search
for survival. The goal is to move employees from fearful, angry and depressed staff
members to self-employed, risk-oriented and well-balanced producers.
Dr. Faue and Dr. Kahn organized the survivor workshops to help employees overcome the
myth that they can get along without examining these strong emotions, and eventually find
new ways of working together. They focus on The Four Fs for Change: Faith,
Fellowship. Fitness and Friendship, While the~ began the workshop with
statements about being okay with the changes, four hours later participants
are aware that they are pissed-off, angry and resentful. More important, they
have some ideas about what to do with these feelings, so that they can become successful
in both their personal and professional lives.
Conflict Resolution: For people, organizations and communities, many difficulties in
life result in differences between and among the parties. Small business owners, family
businesses and troubled partnerships often find their business existence threatened by
these conflicts. A key solution offered by FAUECAST is conflict resolution, a process run
by trained professionals.
Two brothers-in-law, owners of a bakery. almost lost their investment because while
both were working hard, neither was communicating with the other. The wife and
sister asked Dr. Faue to intervene. Working after business hours with both men, he was
able to focus their attention away from the perceived personal slights that had taken up
too much time and energy. back on the business issues. Several suggestions were made to
improve their business relationship, and the result was sweet, baked success.
Employee Assistance Programs: FAUECASTs EAP services provide assessment,
counseling and referrals for employees and their families in such areas as personal
relationships, family, substance abuse, financial and emotional problems.
For an employee of a large utility who sought marriage counseling, as EAP counselors
Dr. Faue and Ms. Buck will carefully assess the situation to determine the true nature of
the problem: Are there really marital issues, or does one of the partners need individual
help? Is there substance abuse? What role, if any, do the children play? What kind of
marriage counseling does the family need? Do the employee and family agree
that this is the problem? Will they agree with the plan? Once these questions are
answered, the next step is finding the right therapist, often from the panel
offered by the managed care company. Case management issues, compliance with care, and
explaining and integrating the plan with the job may all come into play.
Another special service of FAUECAST is addiction assessment. Working with Richard
Cromwell, owner of ASTRA Addiction Assessments, Dr. Faue provides Dept. of Transportation
(DOT) fitness for duty assessments, treatment planning and case management services.
Cromwell also works with the justice system, providing incarcerated persons and their
families with access to both evaluation and treatment.
HEALTH CARE ACTIVITIES
When engaged in health care consulting, FAUECAST aims to improve the delivery of humane
health care. As an EAP counselor, Dr. Faue has recruited providers, evaluated agencies and
private practitioners, and consulted with managed care firms. For over five years, he has
discussed with payers and other fourth parties the behavioral health needs of both clients
and providers. In the conflict among the interested parties he has earned a reputation as
a fair broker, bringing the problems and concerns of all parties to the table for
discussion and, frequently, successful resolution.

Increasingly, the behavioral health care issues of managed care have
become a key subject of concern to Dr. Faue. His business planning involves the creation
of entities to provide care, to administer contracts and to enhance the quality of the
provided services. We have determined, he says, that larger,
multi-disciplinary, fully-integrated organizations will secure contracts, offer billing
services, direct utilization reviews, verify credentials and develop other centralized
services to member providers. |
Organizational Consultation: Health care organizations need a variety of consultation
that relates to the human organizational interface. FAUECAST may help a board of directors
chart the firms future; reconstruct along-standing relationship within an
organization; utilize some or all of the human resources programs noted previously; or
even realign the thinking of directors, managers or staff to the new realities of health
care.
Recently Dr. Faue and his associate Herb Bilick met with the president of a large
medical staff. Bilick is working with them to help them cooperate with their hospitals in
joint ventures, and Dr. Faue s experience and knowledge will help them to develop
cutting-edge service delivery to meet growing patient needs.
Assisted Living: FAUECAST views these projects as a preferred alternative to large,
institutional health care facilities. The program seeks to build small (15 to 20-people)
facilities, centered around a semi-independent lifestyle. Preferred locations are former
estate homes that can be converted into this form of congregate living, and Dr. Faue is
currently working in three NJ counties.
In Bergen County, he is partnering with Martin Roth, Senior Adult Resource Center. Roth
deals with the elderly, offering counseling and helping to find community resources, and
his personal and professional commitment coordinate with the plan to add this level of
care. To further the effort, Manuel Quijano, an experienced AlA health care architect
licensed in both NJ and NY, is looking for sites. His personal work with Habitat for
Humanity will help him identify and plan for community involvement with these facilities.
In Middlesex County, Dr. Faue is working with Mario Barrone, another AlA architect with
a strong commitment to local community needs and resources. Barrone also has worked on
health care projects, recently completing a specialized senior care facility for retired
clerics. This fits in with Dr. Faues plans to integrate the assisted living project
with other senior residential care services.

Dr. Faue works with Elaine Johnson, administration manager for GPU Energy Metro Region
in Morristown, responsible for the human resources function for 900 employees. |

In Monmouth County, Dr. Faue is working with Patricia Nagle, a prominent health care
consultant. She has received wide recognition for her leadership contributions with
appointments to the Rutgers University alumni council, adjunct faculty and governing body,
and her expertise in health care has led to gubernatorial appointments to advisory bodies
in the NJ State government. Dr. Faue and Ms. Nagle are seeking to build and manage
affordable facilities that provide outstanding levels of health care, with plans for new
construction as well as the use of existing facilities.
Mergers & Acquisitions in Behavioral Health Care:
FAUECAST is consulted on matters of valuation and due diligence related to the purchase
and disposal of behavioral health care organizations. Occasionally, the company is
employed to locate properties or interested buyers.
For many owners in the behavioral health care area, the question whats my
business worth? requires expert
consultation. Dr. Faue brings substantial knowledge to the task and is available to
provide stand-alone services, or as a member of the negotiation team. Beyond
comprehending the financials, you must have an understanding of the business
of health care, he points out. Funding streams, operations and marketing all
must be analyzed to make a fair assessment of the value of a property or
business.
Program Development: While FAUECAST s common frame of reference is behavioral
health care, the company may be consulted on a wide range of health care programs. To meet
growing demand and new challenges, Dr. Faue has designed, developed and managed a diverse
array of programs.
Whether to help a substance abuse agency build better relations with its community, or
to develop a new program to satisfy an unmet need, Dr. Faue is called upon because of his
unique combination of interpersonal skills, comprehensive point of view and network of
expert consultants.
Health Facility Planning: For physical construction, change of ownership and
increasingly for changes in programs, organizations have to be knowledgeable about the
official health care planning process. FAUECAST assists firms in achieving the Certificate
of Need appropriate for each situation.
To make one application stand out among many others, Dr. Faue looks to capture the
interests of both regulators and owners when making an application for the Certificate of
Need. He successfully answers such questions as: What can be done to highlight a facility
or program? What needs go unfulfilled? Can there be a first within this market
segment? FAUECAST magnifies the right answers to present a project in a unique
and dynamic manner.
In both the human resources and health care fields, Dr. Faue has dedicated himself and
FAUECAST to processing the complexities of organizational life with the needs and
aspirations of the group, factoring in the individual requirements of all the
participants. This mandates a sensitivity and knowledge uncommon in the consulting
business, the reason for FAUECASTs continuing success.
